Context:

Under the overall supervision of the Chief of Mission and the Regional Crisis Coordinator for
Gaza (based in Amman), the direct supervision of the Senior Emergency Coordinator for Gaza
and Sudan responses based in Cairo, and in close coordination with the Head of Programme
and Program Managers, the Liaison and Partnership Officer (Gaza and Sudan Responses) will
be responsible and accountable for the management of the provision of support in partnership
and coordination activities, project development, reporting, monitoring and evaluation,
communications, donor relations, and grants management for IOM humanitarian response in
Gaza and Sudan.

Core Functions / Responsibilities:


1. Coordinate and administer the operational, administrative, and financial aspects of the Gaza
and Sudan response, including oversight responsibilities in the areas of project development,
partnership and staleholder engagement; support to Program Managers (PMs) with reporting
and monitoring and evaluation (M&E), grants management, and communications.

2. Lead resource mobilization for Gaza and Sudan, maintaining donor relations, and
understanding donor policies and priorities relevant to the humanitarian situation in Gaza and
Sudan.

3. Facilitate strategic and operational alignment of Gaza’s and Sudan’s humanitarian response
with IOMs global, regional strategies, and donor priorities, offering insights into adapting to
Gazas and Sudan’s dynamic needs.

4. Foster partnerships with local authorities, UN agencies, and Non-Governmental
Organizations (NGOs) in Gaza, promoting cooperation and dialogue to enhance IOM’s
humanitarian efforts.

5. Enhance reporting mechanisms, ensuring narrative project reports reflect the challenges and
progress of IOMs initiatives in Gaza and Sudan.

6. Support grants management, focusing on the specific requirements of projects in Gaza and
Sudan, from initiation to completion.

7. Establish, strengthen, and manage partnerships that contribute to the IOMs strategic goals.
Identify and prioritize potential partners in line with IOMs strategic objectives. Develop
strategies for engaging with different stakeholders. Strengthen existing partnerships and
evaluate their impact on IOMs mission. Ensure alignment of partnership activities with IOMs
global standards and policies.

8. Engage with key stakeholders to enhance the impact of IOMs initiatives and support to the
Gaza and Sudan response. Establish and maintain open and effective channels of
communication with stakeholders. Foster collaborative relationships and partnerships to
leverage resources and expertise. Enhance stakeholder understanding and support for IOMs
objectives and activities.

9. Facilitate M&E activities, focusing on identifying implementation challenges in Gaza and
Sudan and formulating responsive strategies to ensure the effectiveness and timeliness of
humanitarian response.

10. Supervise the development and implementation of Communication and Visibility Plans
relevant to Gaza and Sudan, ensuring the visibility of IOMs efforts and adherence to donor
requirements.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, International
Relations, or Law from an accredited academic institution with five years of relevant professional
experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience


  • Extensive experience in program/ project development and reporting;
  • Experience in liaising with governmental authorities, other national/international institutions,
and Non-Governmental Organisations;
  • Experience working on topics related to disaster risk management/ disaster risk reduction/
climate change adaptation in the Pacific region is a distinct advantage.

Skills

  • Successful track record in programme coordination including administrative and budgetary
aspects as well as monitoring and evaluation.
  • Proficiency in IOM systems, rules and regulations, and experience in using the IOM project
information and management application PRIMA, is a distinct advantage.
  • Familiarity with the Gaza context and the challenges of operating in high-risk environments is
an advantage.
  • Excellent writing, conceptualization, and reporting skills.
  • In depth knowledge of the broad range of migration related subject areas dealt with by
theOrganization in the region.
  • Familiarity with the (IOM) project management cycle.
  • Demonstrated financial management skills.
  • Demonstrated ability to supervise and manage staff.
  • Knowledge of UN and bilateral donors’ programming.
  • Proven high-level representation and coordination skills.
  • Ability to work effectively and deliver under pressure, multiple competing priorities, and strict
deadlines.
  • Proven attention to detail, and excellent organizational skills.
  • Willingness to travel to remote and isolated field locations.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic
and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
