The position BACKGROUND The Om Habibeh Foundation (OHF) is an Egyptian non-profit organization established in 1991 under the supervision of the Ministry of Social Solidarity. OHF is the implementation agency for the Aga Khan Foundation Egypt and is an affiliate of the Aga Khan Development Network of organizations and was founded by Om Habibeh Sultan Mohamed Shah Aga Khan to contribute to and support local communities in the governorate of Aswan in areas including health care, education, and providing income for deprived communities through long-term development activities. OHF works in the following areas: Continuing Education, Civil Society, Agriculture and Food Security, Economic Inclusion, Women Empowerment and Early Childhood Development. Om Habibeh Foundation (OHF), in partnership with the World Food Programme (WFP), is implementing a project entitled Integrated Livelihood “I-live” Program. The project aims at fostering an enabling environment for the socio-economic inclusion of forcibly displaced persons (including refugees, asylum-seekers, and vulnerable migrants), together with their host communities. The project seeks to improve both immediate and long-term access to protection, livelihoods, and employment opportunities while empowering local actors and strengthening community resilience. The project will be implemented in five governorates: Aswan, Alexandria, Cairo, Matrouh, and Damietta. PROJECT OBJECTIVES The Project Manager will be responsible for the overall leadership, coordination, and successful delivery of the WFP-funded project. This includes strategic planning, day-to-day management, team supervision, stakeholder engagement, and ensuring that the project is implemented in accordance with donor requirements, organizational policies, and quality standards. CORE RESPONSIBILITIES & DUTIES Strategic and Technical Leadership Lead the planning, execution, and oversight of the project across all targeted governorates. Ensure that project objectives, targets, and deliverables are met on time and within budget. Provide technical guidance to ensure high-quality implementation aligned with OHF standards. Promote an integrated approach that links protection, livelihoods, and inclusion of displaced populations. Team Management Supervise and support the project team, including District Coordinators, Field Officers, and technical specialists (e.g., M&E, Communication). Ensure effective team coordination, capacity building, and performance management. Facilitate regular team meetings and cross-site learning. Stakeholder Engagement and Representation Serve as the primary focal point for WFP and represent OHF in all relevant coordination platforms. Establish and maintain strong partnerships with local authorities, community-based organizations, private sector actors, and service providers. Ensure community participation and accountability mechanisms are in place and functioning. Monitoring, Evaluation, and Reporting Oversee the development and implementation of M&E systems to track project progress and outcomes. Lead the preparation of high-quality narrative and financial reports in coordination with the M&E and finance teams. Document best practices, lessons learned, and success stories. Financial and Operational Oversight Work with the finance and procurement teams to ensure timely disbursement of resources and compliance with donor regulations. Monitor the project budget and expenditure, flagging risks or deviations proactively. Ensure procurement, logistics, and administrative processes support smooth project delivery. Risk Management and Safeguarding Ensure that protection, gender, and safeguarding standards are mainstreamed throughout all activities. Monitor and mitigate project risks, ensuring adherence to OHFs ethical and operational standards. Promote a culture of safety, inclusion, and dignity for staff and participants. The requirements REQUIRED QUALIFICATIONS Masters degree in Development Studies, Social Sciences, Public Administration, or a related field. Minimum of 7 years of relevant experience in project management, preferably in livelihoods, protection, or refugee/migrant-focused programming. Proven experience in managing multi-site, donor-funded projects (WFP or other UN agencies preferred). Strong leadership, coordination, and staff management skills. Demonstrated experience in managing budgets, reporting, and compliance. Strong communication and interpersonal skills, with fluency in Arabic and English. Familiarity with the socio-economic and cultural context of Egypt, particularly related to displaced and host communities. Ability and willingness to travel frequently to field sites.
