Technical Program Manager

Job Purpose:

The Tender Engineer is responsible for preparing competitive and technically compliant offers for customer inquiries. This role requires close coordination with internal teams (engineering, procurement, operations, finance) and external suppliers to ensure accurate cost estimation and timely submission of tenders, ensuring alignment with company strategy and customer requirements.

Key Responsibilities:

• Analyze and review tender documents, specifications, and drawings to understand project requirements.
• Prepare detailed technical and commercial proposals in line with client specifications and deadlines.
• Coordinate with engineering, procurement, and project teams to collect necessary information for tender preparation.
• Prepare cost estimation sheets, pricing strategies, and risk assessments.
• Communicate with suppliers and subcontractors to obtain quotations and negotiate prices.
• Ensure all tenders comply with legal, commercial, and contractual obligations.
• Review and interpret technical specifications, scope of work, and customer requirements.
• Attend pre-bid meetings, clarification meetings, and site visits as required.
• Track and report on the progress of all tenders, including preparation timelines and submission deadlines.
• Support contract negotiations in collaboration with commercial and legal teams.
• Maintain up-to-date records of tenders, submissions, and outcomes.
• Contribute to post-tender reviews to improve future tender processes.

Qualifications & Requirements:

• Bachelor’s degree in engineering (Electrical).
• 2–5 years of experience in tendering, estimation, or project engineering, preferably in [Electrical / Transformer – Generator -Motor Services.
• Strong knowledge of technical specifications, industry standards, and commercial terms.
• Proficient in MS Office Suite (Excel, Word, PowerPoint).
• Excellent communication and negotiation skills.
• Ability to work under pressure and meet tight deadlines.
• Strong analytical and organizational abilities.
• Fluent in English (spoken and written); Arabic is an advantage.
