Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:
- democratic, economic and financial governance;
- security and stability of countries in crisis/post-crisis situations;
- sustainable development;
- strengthening health systems, social protection and employment.
In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.
With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards France’s solidarity policy, influence and economic diplomacy.
The project is looking for its administrative and financial assistant.
Duties and Responsibilities:
Assistance to the project management:
- Permanent support to the technical team, provide overall support to the project team
- Assistance to the Project Coordination Group (project team + MoHP, EHA, UHIA, GAHAR, EJU representatives), especially for the organisation of the Steering committees and other relevant events;
- Management of administrative, contractual and financial aspects of the project in close collaboration with the Technical Assistance coordinator and project manager from Expertise France and applying Expertise France procedures;
- Administrative follow-up including checking experts’ timesheets and invoices, checking the days of expertise on each contract;
- Provide support with the research of information and documentation related to the project’s objectives and manage the access to information and documentation for the projects;
- Ensure the regular updating of the Cloud designed to share the projects work documents and information;
- Provide and update databases and dashboards related to the management of the project;
- Coordination with the Paris office.
Financial monitoring and accounting of the project:
- Support to the Project Team to project financial execution;
- Payment of external service providers and experts;
- Accounting and financial control of the project, on the basis of the financial reports;
- Preparation of financial execution reports to be validated by the Team Leader.
Logistical organisation and event planning:
- Ensure the logistical follow-up of the Project: phone calls, local meetings organisation, appointments arrangement, filing, mission certificates of experts drawing-up and sending, missions of experts calendar updating, letters and documents drafting. Process incoming and outgoing correspondence (registration, follow-up, transmission, dissemination);
- Support to the logistical organization of the different activities implemented within the framework of the project;
- Ensure logistics for experts missions, including travel arrangements, booking hotels, finding venues and preparing documentation as necessary;
- Support the organisation of events: documentation research, information dissemination, conference and workshops preparation, logistical aspects related to the event’s organisation.
Translation of work documents:
- Editing the documents in English from the experts;
- If necessary translate work documents from Arabic to English or from English to Arabic;
- Provide support in editing documents in Arabic and English;
- Provide occasional support with interpretation in non-official meetings;
Communication:
- Draft communication content to be published according to the management guidance;
- Ensure the editing of web-pages, social networks and other communication activities.
The Egyptian Constitution of 2014 provides for the gradual establishment of a universal health insurance system covering the entire population and whose financing would be based on the principle of solidarity, with each citizen contributing according to his or her income to allow access to health care for all. The law promulgated in January 2018 acts of the implementation of this universal health insurance, in six phases (by group of Governorates) that will allow coverage of the entire territory by 2032.
The effective implementation of the Universal Health Insurance Scheme (UHIS) responds to strategic challenges following the 2011 popular uprisings in Egypt. Faced with rapid population growth, declining labor market participation rates, rising prevalence of non-communicable diseases and deteriorating living conditions (rising poverty), and while the authorities are required to rationalize public spending to ensure the countrys macroeconomic stability, they have made the UHIS one of the cornerstones of their social justice reform agenda.
The Project “Supporting the implementation of the Universal Health Insurance System in Egypt” aims at strengthening the Egyptian government, especially the Ministry of Health and Population and the UHIS stakeholders (the Egyptian Health Authorities, the Universal Health Insurance Authority and the General Authority for Health Accreditation and Regulation) in their efforts towards the implementation of this transformational reform. The Project will mainly consist in improving business processes of the administrations and their coordination, developing monitoring and evaluation approaches and tools to assess the overall performance of the system and capitalizing on the first phase evaluations to delineate guidelines and manuals for the expansion of the system in new governorates. Funded by the French Development Agency (AFD), and implemented by Expertise France, the expertise and exchanges funds (FEXTE) will be starting in November 2022 and last for 18 months.
The project team will consist of a team in Cairo:
- 1 Egyptian project coordinator
- 1 project assistant
- Support / backstopping from Expertise France Headquarters (Paris)
Qualifications:
- University Degree in Economics, Social Sciences, Management, Accounting, International cooperation or any other relevant diploma;
- Experience in accounting and financial reporting;
- Experience in event planning and logistical management for projects (organization of high-level meetings and institutional events);
- Experience in project assistance;
- Computer proficiency in MS office, in particular MS Word, MS Excel, MS PowerPoint, MS Outlook, and of messaging and videoconferencing tools;
- Fluency in Arabic and English (both oral and written) required;
- Knowledge of French (written and oral) would be an advantage;
- Good interpersonal skills;
- Organisational skills;
- Passionate and engaged;
- Capacity to work independently;
- Team spirit;
- Ready to work in a multicultural environment.
The following experience and skills will be considered as an asset:
- Knowledge of the social protection system of Egypt
- Knowledge of the political system in Egypt
- 3 to 5 years of relevant experience at the national or international level;
- Experience of participation in international projects dealing with social reform;
