TITLE: Budgeting & Reporting Finance Officer
TEAM/PROGRAMME : Finance Team LOCATION: Cairo

CONTRACT LENGTH: 12 months


CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE:

Budgeting & Reporting Finance Officer is responsible for the award budgeting, contracting and donor reporting functions. The holder of the role is also responsible for financial as well as grants compliance aspects; and ensures high quality services to clients are in line with SCI Policies and Procedures.

KEY AREAS OF ACCOUNTABILITY:

Budget Preparation, Management and Monitoring

  • Responsible for supporting budget holders with the development of proposals budget for new programs as well as the modification of existing grants, including CAM calculator.
  • Support in the development of the master budget, consolidating data from other functions and field offices, and ensuring accuracy of non-thematic costs, staff costs and funding information from awards.
  • Maintains information on budget availability for all grants.
  • Responsible for updating the budgets in BVA report and keep them up to date.
  • Support budget holders in their budget management and budget phasing.
  • Participates in monthly award review meetings and ensures agreed upon follow actions are addressed on a timely fashion.
  • Reviews monthly budget reports, identifies any areas of slow or fast burn rates or other financial challenges.
  • Reviews the reclassifications proposed by program staff for eligibility in line with donor regulations and in line with Save the Children Financial policies.
  • Reviews expenses on a monthly basis to insure the correctness of booking/coding, eligibility and compliance with the donor policies and procedures.
  • Assists in reviewing CAM produced entries based on allowable and allocable criteria and reviewing CAM burn rate.
  • Carries out inductions and staff trainings for finance procedures, donor requirements etc.

Grant / Contract Management and Compliance

  • Ensures compliance with all donor finance requirements and advises budget holders on compliance issues, in collaboration with the Awards team.
  • Ensures donor finance regulations are communicated to all staff and that all activities meet donor finance requirements, in collaboration with the Awards team.
  • Ensures all donor financial reports are submitted in line with deadlines.
  • Support in managing donor budget amendments and ensure that award agreement is updated.
  • Support in award audit management process.

Other Responsibilities

  • Assists in preparation of all documents for audits and facilitates the work of the auditors in- country
  • Regularly familiarizes themselves with relevant local laws including taxation and social security laws and serves as a resource for the office on such laws
  • Regularly familiarizes themselves with donor requirements on grants and contracts and serves as a resource for budget holders on these donor requirements.
  • Review Monthly cash projections on budget availability for each award

QUALIFICATIONS

College graduates/studies related to Accounting or any other similar


EXPERIENCE AND SKILLS

  • Minimum 4+ years of relevant work experience in budgeting and budget management, especially on finances/grants management in an international organization.
  • Good analytical skills – the ability to analyse complex financial data and design and produce effective management information.
  • Previous experience in developing and amending partnership agreement, budgets, and close out, etc.
  • Excellent understanding of local law and regulations applicable to local NGOs
  • Excellent analytical skills – the ability to analyse complex financial data, design and produce effective reports for management information.
  • Previous experience with various donors’ financial policies and guidelines including USAID, Europe Aid, CIDA, UNICEF, UNHCR, ECHO, local donors, governmental donors and other institutional donors.
  • Understanding of financial systems and procedures.
  • Experience of computerised accounts packages, Excel, PowerPoint and Word.
  • Good sense of responsibility.
  • Excellent organizational & communications skills
  • Good proficiency in spoken and written English
  • Good computer skills especially in spreadsheet & data analysis (excel & access) and familiarity with accounting software is preferred.
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
